Non-stationary paper revision.

replace the original trace condition with the weak one between $\U_{Y|X}$ and $\Delta \mu^{(i)}_{X}$.
add two assumptions in the graph case.
- between condition and marginal
- between variation of one group and base of other groups (both marginal)
experiments make ENCI outperforms IGCI-MV
polish the existing parts
