一 升级会议
今天晚上（新加坡时间2019年5月7日21:00 ）社区将会组织第二次3s生效版本的会议，在昨天晚上启动的lib-testnet基础上模拟升级，欢迎参与升级演练、测试新版本，

网络升级主要分三个步骤：
节点升级到版本：
bp多签升级system合约
bp多签设置网络升级的块高度。
当lib达到设置的块高度时，网络即完成升级。
请各位bp事先做好准备，升级版本。
二 升级基本信息
新加坡时间2019年5月6日21:00 lib-testnet网络已经启动，这次主要是模拟主网升级3s可进入lib的版本升级，现在网络版本使用的是boscore/bos:v2.0.3，诚邀各位积极参与进来，做libtest的bp，模拟主网版本升级操作，亲眼见证BOS网络3s可进lib。
