eclipse类、方法添加作者与功能描述注释

开头说明：由于csdn下载积分无法设置为0，还不断往上涨，下载地址已变更为https://github.com/landaon/ConfigFile

先上效果图：

1.打开Window下Preferences(首选项)，按下图所示

导入codetemplates.xml配置文件；
