1、安装conda
2、安装py37版本的虚拟环境 conda create --name py37 python=3.7
3、跳到新环境 安装cuda_10.1.243_426.00_win10.exe
4、conda install --offline pytorch-1.6.0-py3.7_cuda101_cudnn7_0.tar
5、conda install --offline torchvision-0.7.0-py37_cu101.tar

找不到ddl
1、配置c环境 资源包中VC_redist.x64
2、卸载numpy，重新安装
