Tools revision 31.0.0 is corrupt

旧AS好久没更新，没法自动升级了。重新网上下载一个最新版本后，更新升级安装的Android Studio一直跑不起项目，好好的项目提示我sdk构建工具损失，又是卸载sdk又是重新安装都无法解决。
Installed Build Tools revision 31.0.0 is corrupted. Remove and install again using the SDK Manager.
Failed to find Build Tools revision 31.0.0
Install Build Tools 31.0.0 and sync project
