We must begin by "sending out into the country all the inhabitants of the city who are more than ten years old, and by taking possession of the children, who will thus be protected from the habits of their parents"(540). We cannot build Utopia with young people corrupted at every turn by the example of their elders. We must start, so far as we can, with a clean slate. It is quite possible that some enlightened ruler will empower us to make such a beginning with some part or colony of his realm. (One ruler did, as we shall see.) In any case we must give to every child, and from the outset, full equality of educational opportunity; there is no telling where the light of talent or genius will break out; we must seek it impartially everywhere, in every rank and race. 这句道出上面做法的原因：就是给予儿童绝对公平的教育机会。
在当今社会，教育公平可以理解成三方面的教育都要公平：入门教育、过程教育以及结果教育。公平的入门教育要求为所有学习者提供平等的开始机会以及满足学习者的个体差异带来的多样化需求；公平的过程教育不仅要求为所有学习者提供平等的教育资源，包括优质的教师队伍、教学设施、学习材料等，还要为学习者提供个性化的支持和帮助，同时要确保所有者都有平等的参与机会；公平的结果教育要求有客观的评价标准、多元评价方式，最主要相同结果出来的学习者有着相同待遇。
这种公平实在太难实现，要求精英又要求公平，资源有限又如何权衡？
