公文翻译方法：高频词“文明”怎么翻译？

今天和大家聊一聊“文明”一词在政府公文里的译法。

“文明”一词本身就有多种意思。比如，它可以指一个人的道德礼仪，可以指社会群体文化，可以形容温和不暴力的方式方法，甚至可以理解为“可持续的”……我们要根据与之搭配的词和在语境中的意思具体处理。

最简单的是“文明、文化”本身的意思，直译为civilization, culture，比如：
