翻译要点

1. 注意意群。中文原文又是一逗到底，但其实包含了多层意思。前俩句在描述事实。第三句在描述前俩句的行为造成的影响。第四句也是描述一个事实。第五句可以看作是事实，也可以看成是影响，但在中文原句里显然和最后一句联系紧密，因此看作是前一事实带来的影响。

2. 除险加固在这里采取了灵活的意译。用aging表示水库设施老化需要除险，而be reinforced就是加固。

3. 很重要的一点就是中文表达“解决了…问题”，这句话在英文表达中也很常见，一般用make的句式。比如“解决了看病难，看病贵的问题”，make medical care more affordable and accessible”. “解决了孩童上学难的问题” make schooling accessible to children.

4. 中文表达往往喜欢采用抽象和宏大的叙事，而英文倾向使用具化的语言。比如最后一句整体性跨越。这个跨越就很抽象，但实际以上就是进步，进展。因此采用progress。
