hand in: to give something to someone in a position of authority 

eg. hand in My resignation to my boss

hand over: to give something to someone else

eg. hand over the bill to the waiter

turn over: to give something to domeone in authaurity or someone who has a legal right to it, or give someone legal responsibility for something 

eg. turn the taxes over to the state
