python 3 安装 VC Redist

Python 使用PIP安装包，返回错误：
error: Microsoft Visual C++ 14.0 is required. Get it with "Microsoft Visual
C++ Build Tools": https://visualstudio.microsoft.com/downloads/

去下面地址下载对应的vc_redist.x64.exe
