如果在干扰事件影响持续的前提下，做赶工计划较为困难。

建议可单独就某一部分的关键路径影响做分析，提交final claim report（带条件的赶工计划）, 待业主determination。并就Acceleration measure双方讨论，对资源，费用分析，和EOT产生的费用对比，确定赶工效益。

额外费用的赶工措施才叫做赶工方案

Partial Acceleration plan for Zone 3 and Zone 4

赶工方案：

0-业主承认业主承认承包商的EOT entitlement；业主承诺剩余场地的移交时间，WA430, D428和500TL，35TL和115TL；部分赶工方案实施的时机：必须在雨季确定赶工措施，旱季增加资源投入，否则无法达成赶工目的。

1-重新编制计划及资源安排（配套的施工组织）；

2-主吊转场费用（转场次数增加，产生额外费用）；

3-分包队伍（额外进出场费用，现场管理费用营地、服务、保险及其他）；

4-以上所有赶工措施的配套施工组织需要体现在赶工方案里。

5-承包商有95%以上的把握实现赶工方案。

6-对业主的要求，业主需要支持的前提条件。

7-与原先的合同施工组织方案对比，增加的额外费用即为额外费用。

8-方案成立的基础上（双方认可Acceleration plan)，才能谈判Acceleration Agreement，考虑支付方式或者调整合同的支付方式。

9-建议梯级方案，比如100万+增加1个月免罚款；200万不免罚款。10-方案实施的时机：必须在雨季确定赶工措施，旱季增加资源投入，否则无法达成赶工目的。

2- Exemption of the delay damages of xx days.（不合理）

3- The agreed claimed costs shall be used to balance the potential delay damages.（不合理）

4- Contractor’s acceleration plan and 完整的施工组织措施(updated plan execution plan)

5- Payment of acceleration cost to Contractor as agreed method of payment and payment time schedule

6- Other proposals   可能业主会提Update Contract Price

The Contractor agrees and acknowledges as below:

1- Contractor’s acceleration plan and 完整的施工组织措施(updated plan execution plan)

2- Completion of the Project within the Contractual Time for Completion

3- Payment for the delay damages if failure to comply with the PPA COD Deadline

4- Other proposals
