Reciting  passages can improve y

My answer is no ,  Because I have tried but I didn’t improve my  spoken English . I just know some good sentences ,  Good  expressions  and good words  but I can’t teach myself using some    words  and expressions  exactly .  So a few days ago I tried a new way just as  I learn Chinese ,  and I  wrote down  the good expressions which I appreciate  it ,  and then paraphrase them  with aim to practice making sentences by  myself .  So far I think the amazing way of Practicing the spoken  English is  worth trying.
