说明一下：这篇文章是节选的，所以有前文，“女乘客”不是第一次出现，所以代词用the. 如果是文章中第一次出现，还是用a。
谓语：被拖拽。
这里处理前可以稍微延伸一下。什么情况下人才会被拖拽？肯定是被强迫的时候啊，强行拖拽，所以可以加一个修饰词forcibly.
“众目睽睽之下” 就处理为状语了，考虑到这件事发生的环境：人来人往的地铁站，这里我们可以用：in front of a watching crowd。
通报称其“部分身体暴露”——这部分是阐述女乘客被拖拽时的一个状态，直接处理为状语。而且是直接引用。
译文
The female passenger was dragged forcibly in front of a watching crowd, “with part of her body exposed”.
第二部分
保安行为“不构成违法犯罪”，被停职，但连句“对不起”都没有…
下笔之前先弄清楚“保安的行为不构成违法犯罪”是由谁来下定论的。一定是“官方”，所以我们可以增补主语：the local authority。
谓语也要随之变化，可以是“声称、宣布”：claimed。
“不构成违法犯罪”——直接引语, 注意翻译的时候要把引号带过来。
“被停职”可以挂到定从当中：who was only suspended.
但连句“对不起”都没有…
——这部分我们可以理解为是local authority针对该事件的通告中没有提到保安跟被拖拽女性说过“对不起”。此时“被拖拽女性”用一个替换表达：the sufferer。
译文

原句主语是“网友们”，但如果要与上文进行更好的衔接，可以更换主语为“这样的解释”
“质疑声” 其实就是“谴责”：outcry。

这句话其实存在轻微的转折：
