The House of Lords has passed the Brexit bill, paving the way for the government to trigger Article 50 so the UK can leave the EU.
英国议会上议院通过了“脱欧”法案，扫清了触发《里斯本条约》第50条的障碍，英国可以正式启动脱欧程序。

• Article 50是《里斯本条约》（Treaty of Lisbon）的第50条，是为有意脱离欧盟的国家设定的退出计划，由所有欧盟成员国集体签订，于2009年正式生效成为法案。在此之前，欧盟并没有一个正式的退出机制。
• Any EU member state may decide to quit the EU, it must notify the European Council and negotiate its withdrawal with the EU, there are two years to reach an agreement - unless everyone agrees to extend it - and the exiting state cannot take part in EU internal discussions about its departure.
  任何欧盟成员国都可以决定脱离欧盟，不过必须通知欧洲议会就退出事宜与欧盟进行协商。退出国要在两年内与欧盟达成协议，除非双方一致决定延长协商时间。退出国不能参与欧盟内部有关其退出事宜的讨论。
• Any exit deal must be approved by a "qualified majority" (72% of the remaining 27 EU states, representing 65% of the population) but must also get the backing of MEPs (members of the European Parliament).
  任何退出协议必须获得特定多数票的支持（剩余27个欧盟成员国中72%的支持率，代表欧盟65%的人口），同时还必须得到欧洲议会议员的支持。
