Personally I think the key to motivate staff, is respecting them and help them do what they're willing to do. Here are some specific tips: 

1. Involving your staff when setting goals. Let them in when you setting the goal. Listen to what they say to help you know where they wish their work to be, discuss about the possibility of realizing their aim and adjust their target combining with company goals. Be approachable. Give praise and offer help whenever they need. Ideally the proactive employees will have reached or even surpassed the benchmark. 

2. Assessment is essential, not only at the end of the year. You need to ensure everyone in your team makes progress according the goal already made. To assess is to analyze whether they have come across difficulty or questions and help them when they need a support. I'd recommend monthly assessment. Yearly assessment will be too ineffective if you want a project to run fast. 

3. Reward your staff properly. Reward those who've done something good, for example vouchers or vacation or even cash, according to what they wish the most. It's in a company's best interests to have motivated employees.
