Android 应用获取通知栏权限是否开启，并跳转设置界面
项目用了极光推送，但是在一些手机收不到通知，上网搜索些资料，首先感谢阿豪02、太书红叶，整合一下，不足希望大家纠正。
1.获取权限工具类
