The reasoning behind it would be that there is no "content-length" header and thus there can not be a fractionCompleted value, when the total number of bytes is unknown.
eg:
Image url: https://gratisography.com/fullsize/gratisography-cash-bunny.jpg
No "content-length" in response headers
