"To stop war and promote peace - Suggestions for the reform of the United Nations

As a global citizen, I feel embarrassed that I don't know how to contact you. Therefore, I can only use the internet to convey my suggestions for the world's peace.
Currently, conflicts such as the Russia-Ukraine war and the Palestine-Israel war are happening. And similar conflicts will probably occur in the future. Is it humanity's destiny to hate each other and prove that they are the only righteous party in war? No!
Costa Rica is a country that has abolished its army. This country has not lost its dignity because it lacks an army, but has gained the respect of its neighbors. I think this should also be the direction of UN's promotion of peace and development.
The world's major powers bear unquestionable responsibility for this. I fully support the superpowers and military powers learning from Costa Rica and jointly completing the disarmament. This civilized beacon will bring new hope to all. Globally, countries should retain armed police forces and strengthen the International Criminal Police Organization, which should become a direction for change.
Twenty years ago, I proposed a plan called "law police" rather than "criminal police". The core of this concept is to establish an international law police organization responsible for enforcing international law. Such a police force should not be dominated by the West, but should be allocated according to the proportion of each country's population to achieve fairness.
It's unreasonable for a country with a population of hundreds of millions to have the same quota as a country with a population of only a few million. On this issue, India might show great interest in this proposal, and so will Japan, who also has the right to participate in the quota and is eager to do so.
With the complete collapse of military alliances and the gradual improvement of the law police system, the 21st century will truly present the face of the 21st century, rather than just being the end of the 20th century.
In the process of completely abolishing the army, we can refer to China's reform experience and implement a dual track system. On the one hand, we need to gradually weaken the military forces, and on the other hand, we need to gradually strengthen the construction of the international law police. Yin and Yang grow and decline until the successful completion of the transformation.
During this process, we need to unswervingly promote the development of the International Criminal Police Organization. This organization should not only have strong law enforcement capabilities but also maintain high fairness and independence. This will enable people all over the world to unite under this organization and jointly safeguard world peace and stability.
We also need to strengthen the formulation and revision of international law, making it more universal and targeted. In this process, countries should actively participate and jointly contribute to the improvement of international law. Only in this way, can the International Criminal Police Organization better perform its duties and maintain international fairness and justice.
Under the framework of the International Criminal Police Organization, the armed police forces of various countries will jointly shoulder the responsibility of maintaining world peace and security. This force is different from traditional armies, which are not dominated by any country's will but follow international law and rules. Such a force will win the trust and support of people all over the world.
Of course, the establishment of the International Criminal Police Organization is not a simple task. In this process, countries need to overcome many difficulties and challenges, such as cultural differences and concept collisions. But as long as we firmly believe in our goals and work together, we believe that this beautiful vision will eventually be realized.
With the gradual improvement of the law police system, the 21st century will truly usher in an era of peace, prosperity, and progress. People from all over the world will jointly enjoy the achievements of civilization and create a better future for the community of shared future for mankind. China will also take on the responsibility of a responsible major country and make greater contributions to world peace and development.

作为一名世界公民，很惭愧，我目前还不知道怎样和你们取得联系。所以只好借助互联网，本着为世界和平献言献策的初心，向你们提出我的改革建议。
目前，俄乌战争和巴以战争，这样的冲突正在发生着。而类似的冲突，想必今后还会上演。难道人类的宿命，就是彼此仇视？在战争中，证明自己是唯一正义的一方吗？不！
哥斯达黎加，是一个废除了军队的国家。这个国家并没有因为失去了军队，而失去尊严，相反却赢得了邻国的尊重。我想，这也应该是联合国促进和平与发展的变革方向。
超级大国，对此也负有不可推卸的责任。我百分之百地支持超级大国和军事强国，向哥斯达黎加学习，共同完成去军队化。这文明的灯塔，将给所有人带来新的希望。在全球范围内，各国保留武装警察部队，并强化国际刑警组织，这应成为一个变革的方向。
二十年前，我提出的方案并不叫刑警，而称之为法警。这一理念的核心是成立一个国际法警组织，负责维护国际法的执行力。这样的警察队伍不能仅由西方主导，而应按照各国人口比例进行配额，以实现公平。
从一个十几亿人口的国家，与一个几千万人口的国家，如果配额一样，这才叫不合理。在这个问题上，印度可能会对这项提案产生浓厚兴趣。我们需要的就是他们这种态度。同样，由于法警队伍不是军队，日本也有权力参与配额，想必也会跃跃欲试。当然，我们期待的也是他们能展现出这种态度。
随着军事联盟的彻底崩溃，法警体系逐步完善，二十一世纪才真正呈现出二十一世纪的样子，而不只是二十世纪的尾声。
在军队彻底废除之前，我们可以参考中国的改革经验，实行双轨制。一方面逐渐弱化军队势力，另一方面逐渐加强国际法警建设。阴阳消长，直至完成顺利的变革。
在这个过程中，我们需要坚定不移地推进国际法警组织的发展。这个组织不仅要拥有强大的执法力量，还要具备高度的公正性和独立性。这样，世界各国才能在这个组织下团结一致，共同维护世界和平与稳定。
此外，我们还要加强国际法的制定和修订工作，使其更具普遍性和针对性。在这个过程中，各国应积极参与，共同为国际法的完善贡献力量。只有这样，国际法警组织才能更好地履行职责，维护国际公平正义。
在国际法警组织的框架下，各国武装警察部队将共同承担起维护世界和平与安全的重任。这支部队不同于传统的军队，它不受任何国家的意志支配，而是遵循国际法和国际准则。这样的部队将赢得世界人民的信任和支持。
当然，国际法警组织的建立并非一蹴而就。在这一过程中，各国需要克服诸多困难和挑战，如文化差异、观念碰撞等。但只要我们坚定信念，共同努力，相信这个美好的愿景终将实现。
随着法警体系的逐步完善，二十一世纪将真正迎来和平、繁荣、进步的时代。世界各国人民将共同享受文明进步带来的成果，共创人类命运共同体的美好未来。而中国，也将以一个负责任大国的姿态，为世界和平与发展作出更大的贡献。
总之，去军队化、加强国际法警建设，是我们迈向和平与繁荣的关键一步。让我们携手共进，共创二十一世纪的辉煌。
