Mr. McGregor was on his hands and knees planting out young cabbages, but he jumped up and ran after Peter, waving a rake and calling out, 'Stop thief!'

planting out: phrase. 把...从花盆(或温床等)移植到地里

waving: v. 挥动(手中之物)
